Since 2007, the EU has taken anti-dumping measures against Chinese fasteners exported to Europe, and has denied the market economy status of all Chinese fastener companies. Since January 30, 2009, the EU has imposed an anti-dumping duty of up to 85% on steel fasteners imported from China, with an average anti-dumping duty rate of 77.5%.

 

The European Commission announced on the morning of February 27 that the anti-dumping duty measures on steel fasteners imported from China were revoked, and this also extended to include steel fasteners that were transferred to the EU through Malaysia (whether or not they were originally produced in Malaysia). The revocation was decided in accordance with the results of a recent WTO decision. The resolution will take effect on February 28, but the anti-dumping duties imposed before that date will not be affected.

 

This is the first enforcement action filed by China against WTO members' measures to enforce WTO disputes since China's accession to the WTO. After the EU and China filed a cross appeal with the appellate body over the enforcement action, after 131 days, the Chinese fastener industry finally waited for a full victory.

 

This victory is undoubtedly good for Chinese fastener companies, and will greatly increase the export of Chinese enterprises to the EU.

The standard for wood structure fasteners EN 14592: 2008 was published on the official website of the European Union on July 4, 2009, and became effective on August 1, 2009. Any wooden structure pin type fastener sold or used in the EU must comply with this standard and be tested and certified by an EU-approved certification body.

 

The certification of wood structure fasteners belongs to the three categories of building directive System 3. The manufacturer must perform the initial type test in a qualified laboratory, and at the same time, the manufacturer performs factory production control. The initial type test is performed to prove that the product complies with EN 14592: 2008. Chapter 6 of the standard details the compliance of specific products. The standard also specifies the sampling requirements for different products and detailed standards for initial type testing. Manufacturers must maintain relevant documents and maintain a quality management system to ensure that the products they export meet the required functional properties.
