OHSAS18000 introduction
OHSAS18000 occupational health and safety management system by the British Standards Institute ( BSI ), Det Norske Veritas (DNV) and other 13 organizations in 1999 Joint launch of an international standard, which is the foundation of the organization (enterprise) to establish occupational health and safety management system It is also the main basis for enterprises to conduct internal audits and certification bodies to implement certification audits. It is another hot spot after the implementation of ISO9000 and ISO14000 international standards.
This specification applies to any employer who has the following wishes:
( 1 ) Establish an occupational safety and health management system to effectively eliminate and reduce as much as possible the risks related to the activities of the employer that may be suffered by employees and other relevant personnel;
( 2 ) Implement, maintain and continuously improve its occupational safety and health management system;
( 3 ) to ensure compliance with its stated occupational safety and health policy;
( 4 ) Show the principles of occupational safety and health work to the society;
( 5 ) Seeking external organizations to certify and register their occupational safety and health management systems;
( 6 ) Self-evaluation and declaration of compliance with this specification.
Certification process
The first step, enterprise demand analysis (clear enterprise demand, enterprise demand analysis, potential demand analysis)
The second step, the planning of the consulting process (review of the regular work results planned during the consulting stage of the full-term work plan)
The third step is the diagnosis of the environment / safety management system.
The fourth step is system analysis / initial environmental review (initial environment / hazard source review plan environmental factors / hazard source identification and evaluation related laws and regulations collection and evaluation basic data collection and arrangement initial environmental review report management system integration analysis)
Step 5. Training provision (basic knowledge training, laws, regulations, knowledge, training management system, document training, internal auditor training, environment / safety related competence training, certification preparation, training, environment / safety management special training)
Step 6. Design of environment / safety management system (environment / safety management business activity division, business activity analysis system integration design, complete documented environment system design and identification resource requirements)

Similarities and differences between OHSAS18001 occupational safety and health management system and ISO9001 : 2000 quality management system and ISO14001 environmental management system
1 . The biggest difference in implementing the three standards is that they are different:
The quality management system established by the organization according to ISO9001 : 2000 standard is aimed at customers.
The environmental management system established by the organization in accordance with the ISO14001 standard is targeted at society and related parties.
The occupational safety and health management system established by the organization according to the OHSAS18001 standard is targeted at employees.
2 . Implementation of the three common points:
1 ) The general policies and objectives of the organization's implementation of management are the same.
2 ) The three standards use a common process model structure with similar structures for ease of use.
3 ) The principle of the system is the PDCA (Plan - Do - Check - Improve) cycle.
